pcsx2 ver: 1.7.5139
reproduction:
1. go to settings>memory cards
2. select "The Memory Card" and choose convert
3. select folder in the dropdown box and click ok

what drive? also what do you mean by format?
i think pcsx2 had a problem with memcard folder conversion a few versions ago.
if you try with latest dev build, you may have a chance it actually works
Edit : ok. just tried with your memcard, pcsx2 crashed.
Tried with another 32 Mb memcard on my end, it worked.
Something on your actual memcard makes it crash. dunno what exactly
Edit 2 : you have some corrupted data on your memcard.
If you copy all data except that corrupted one to a new 32mb memcard, then convert it to folder, it works.

you mean starting the bios and deleting from there? the delete failed,
good to know that its a problem with the card and not pcsx2 though.
