This game has an error whenever you try to add the second player to the multiplayer battle in empire mode only. It works without issue in Free Mode.

Assertion failed in function ModUnpack

bad idea

I've reset these settings to default and have the same issue. I changed these to try to see if I could get it working.

Also verify your dump to see if it's good (Just go to the per-game properties).

Yeah dump looks good. Latest emulog attached.
