I am on the nightly version of pcsx2 and can't figure out how to fix the license bug in the settings.

Honestly, I have no idea what you are talking about. This should be obvious, but could you please provide more info on what you're trying to do?

tools->show advanced settings.
from there, you can fiddle with clamping/round mode in per game settings
