Unable to start after initialization.
I tried to turn on my PCSX2 but it wouldn't start.

You need to upgrade your windows to a recent windows 10 version (at minimum)
I'm using the latest version(Windows11), but it doesn't improve.
add a blank portable.ini file in your pcsx2 folder

There seems to be a problem with the documentation.
oh, ok. you installed it in documents
move it off there and put it into something like c:\pcsx2
or try completely disabling onedrive. it's known to cause permission issues

Problem solved!
It was restricted by Windows security.
