It keeps saying i need the latest DirectX 9 update but i have it and it wont let me run any games. i put my emuLog available for download if that helps at all.

Have you tried updating DirectX?

but if you ever get it to run it'll be very slow due to your low cpu speed and the graphics card that you have

I'd suggest giving up on PCSX2, it's never going to be good enough to play. Netbooks just aren't cut out for gaming, and PCSX2 needs better hardware.
