Well, use native resolution in gsdx, without filtering, and enable any posbile speed hack you can. Anyway I think the only games you can play with that hardware are only 2D ones, forget about 3D.
Get the latest pcsx2 beta activate all speedhacks and vu cycle stealing set to slight/moderate and use GSdx with 512x512 D3D internal resolution (native resolution checkbox might actually hurt your performance here so dont check it), but even with all this your machine will not be able to run most games at playable speed sorry :/

Dont use micro vu, that option is not optimized yet. Best you can try with pcsx2 r.1059 and use vuskip and all of hacks as posible but seem your rig is not power enough to play well.
