I am trying to play WWE RAW 2009. But it gives me poor quality due to fact that it is running in 640*448 res. Is there any way to increase it.

Uncheck native resolution and set a new internal resolution.

Though, I'm not sure if that'll work for WWE Raw 2009 cuz of the fact I don't own that game. Just try it out.

Do you mean the 640x448 showed in GSdx's window? it'll always show the same no matter what resolution it actually is using, try to change the D3D internal resolution in GSdx and untick the "native" checkbox.
