My settings:

It's all blurry and not smooth at all.

What am I doing wrong?
You're using ZeroGS,switch to GSdx Tongue
Care to tell me witch one?

In the guide it just says GSdx, and there is tons of them.

And do you care to help me with the settings to max the graphics? My machine is very good so it shouldn't be a problem.
Well just use the one that came with the 0.9.6 release pack or the one in the latest beta pack...
Now which SSE version depends on your CPU so I can't help you there without knowing your hardware.
To have the best visuals just put in internal res the largest number you can (up tp 4078x4078 or something) without getting slowdowns and have texture filtering checked.
Latest GDSX. For configuration, just set internal Resolution to a high value. Uncheck 'native resolution'.

It'll max your graphics.

How do I know its the latest? THe version number? 0.1.15 seems to be the latest.
Downloaded it.

The DirectX11 setting doesnt seem to work so I went For DirectX10 Hardware Mode.

Don't look smooth at all? Maybe check native and see how the graphics are originally on the PS2 and feel the huge difference Tongue
Small bugs like the hair one are all around the place,this is emulation,it's never perfect
I have the ps2 right in front of me and its better than the emulator.
