Ive been trying to set up pcsx2 but every time i try it says no plugins then when i set it up again it goes to the normal window but none of my controller settings stay so i cant play anything.

Try running PCSX2 as administrator (right click) and also try moving PCSX2's folder to a folder you have permissions to like your Documents folder.
