You're getting 60 FPS...That's full speed...
Due to your CPU being AMD, you can only use the sse2 version of GSDX. SSSE3 and SSE4.1 are Intel CPU's only.

you doing Fine I play at 60-100 FPS and I do fine and about the whole time am at 60fps area so your fine

your system is powerful enough for this game. try the latest beta revisions of pcsx2 and plugins from this forum, run the game as an iso image directly from your hdd with linuziso cdvd and post your complete configuration of pcsx2 and its plugins, preferably as screenshots.
My CPU does not support SSE4 instructions ...

only newer intel cpus support ssse3 or sse4.1, you'll have to use the sse2 variant of gsdx. but you should still be able to play this game at full speed.
