Yeah I tried the older GSDX and yes it did have DX10 option but its too slow compared to the newer version of the plugin.
Well.............. you should be fine with the DX9 option. Most of the games that I run are either at near-speed or at full-speed.
doesnt matter if its vista or 7, both work with directx10
1. download and install this

optionaly install newest graphic card drivers
also Lilypad works for me with both USB gamepad, keyboard and mouse, maybe try to configure it properly
Dog2473 from what i know dx9 version isint developed anymore and it have way more graphical glitches than dx10 version.
Oh Yea. Forgot about that. Still works well for me though.
it depends greatly on the game you try and probably a bit on your hardware, there is neither a universal speed nor a general compatibility advantage for using the dx10 renderer over the dx9 one. quite some games seem to run very well with the dx9 renderer of gsdx, but especially more demanding games or games that were fixed or still need to be fixed will probably profit from using the dx10 renderer.
i have the same problem just like TS
i tried using GDSX 1763, but cannot choose DX 10 hardware mode...only DX 9 and null showed...but no DX 10 mode
but in GSDX 1398 and few older GSDX, i can choose DX 10 hardware...
does anyone know why ??
i'm using pcsx2 1888, and my OS is vista 32bit + VGA 4670
so it should support DX10...
i'm already install DX update august 2009 and visual C++ 2008 and 2010 beta
