I Have a Intel Core 2 Duo E4500 at 2.2 GHZ
CPU speed 2196 MHZ
Features: MMX,SSE,SSE2,SSE3,x86-64
Ubuntu 10.04
and im using the ZeroGS Playground OpenGL 0.96.7 graphics configuration
and cant seem to be able to figure out what combination of speed-hacks, advanced options, and/or frame skip settings i should be using to run Suikoden III and V.
Any help would be greatly appreciated.

You must be asking what settings should you use in PCSX2. I recommend that you experiment the speed hacks option for yourself, in advanced options, set the round mode to chop/zero and clamp mode to none then enable all of the flush to zero and denormals are zero. for FPS setting, set to Limit. Kind a demanding game, try to OC your CPU to 2.8GHz.
edit: PCSX2 ran faster in Ubuntu 9.10 than 10.04 ( in my experience )

I'm getting pretty low fps (30~40 on 3d games) here and my specs aren't that bad. I'm running ubuntu 10.04 32bit.
