You'll experience lags since 2.20 ghz isnt enough for most games.
Dunno how this mobile gpu performs, but i suggest you dont go above 2x native.
Oh, and enable all recommended speedhacks too.

That QM model turbo boosts to 3.1 GHz on its own so that shouldn't be a problem.

Like jesalvein said, 2x native should be enough but according to the wiki entry for this game, you need to enable the "Allow 8-bit textures" option in GSdx.

It will never reach 3.1 Ghz since 3 cores will be used among 4.
Mybe it'll reach 2.4 Ghz but I highly doubt he'll get more

It's my understanding that the PS2 port of GTA:LCS was poorly optimised. So it chugs badly on a real PS2, and even moreso on a PS3.

My computer is Samsung optimus loptop if it changes anything, so that's all i should do change native and 8 bit texture?nothing else?
And which of these should i run cause my pc can handle all of them
AVX
SSE2
SSE41
SSSE3

Depends on your processor.
3rd gen Intel i3/i5/i7 support AVX, AMD only supports SSE2 I believe (my old one did anyway).

i can use SSE41 AVX SSSE3 so which should i use , and what configuration?Cause im getting real lagged.
#9
use SSE41. AVX is for software mode.
since your CPU is a bit weak, I doubt software mode will help you

whatever you do, it'll lag.
Did you read what I posted above ?
