midnight club dub edition remix

hello to all
i am playing midnight club dub edition remix on pcsx2 but its speed is not constant.its frame rate fall to 49.5 fps and maximum 59.4 fps
some one know how to fix it


my system

Operating System = Microsoft Windows 7 Home Premium Edition 64-bit
Physical RAM = 3959 MB
CPU= Intel® Core™ i3 CPU 550 @ 3.20GHz
gpu = ATI Radeon HD 4550 (600 MHz)
CPU speed = 3.190 ghz (4 logical threads)
