Yes there are ways but:
1) Stuff like this are low priority compared to a myriad of huge bugs GSdx still has like memleaks
2) Gabest was the best guy for the job, current team members are not familiar with shaders or DX9/10 (or at least not enough) to be able to code something like that

We actually had a few shader effects like that once, they looked really bad.

I experimented with postprocessing effects like this (everyone thought the software renderer would look great with hq4x... it didn't), it wasn't especially difficult to create them. Just dive into the source if you want, there are some effects gabest made in there already (you can delete them, they're awful).
