Yeah that was left over from the previous version but from 0.9.6 non-SSE2 computers will not work with PCSX2. Although the older versions would work,the speeds and general experience you would get was horrid anyway.

Technically, Pcsx2 can run in Interpreter mode with SSE1 CPUs (which is too slow to use for anything, but was provided for sake of completeness). HOWEVER! There are no GS plugins that work without SSE2, except the age-old archaic non-SSE2 builds of zeroGS (which still require a v2.0 pixel shader). Chances are you don't ahve a v 2.0 pixel shader either.
