the only idea about this would be a pnach file loading when you run games.
can you please post the emulog.txt after you run the game ?

go to pcsx2\logs or my documents\pcsx2\logs.

You'll find the emulog.txt there

Hey i found out just now, that for some reason the health IS actually decreasing but it won't show up until one complete bar has depleted.
Any fix for that?
#18
tenkaichi has multiple health bars, some are similar colors and that part is annoying to me even on a PS2/PS3. very bad choice of colors they used
#19
Heh the bars in those games ARE clearly visible and shows correctly. You can break it yourself through if you mess with alpha hacks. Like enabling Alpha stencil - will delete the bars totally or disabling Alpha Correction(DX9 only) which will disable the decreasing effect giving something you describe:].
If your gpu is limited to DX9, many glitches are pretty much to be expected in most games(at least in hardware mode), nothing you or we can do about it.

i had that game the color is changing ( from green to red ) and then you die eventually with no health bar decrease

just tweak with the GSDX config maybe enable / disable 8-bit textures got to do with it i remember

i had this problem and solve it with simple stuffs .
