For pcsx2 emulation have two important things for playing properly (decent fps). First is dependent your comp. Specs and those i didnt know since you came with zero in info. Second plugins and settings for pcsx2 you was useing. But since you thread in pcsx2 0.94 forum, i assume you was using that. Try with pcsx2 beta latest snapshots and gsdx plugin for your grapich card.

Thanks Register, my pc Specs are,

Core 2 Duo E4500 2.2Ghz
GeForce GTX260 896MB
2GB RAM
Windows Vista 32Bit...

Im using the GSDX9 for the Graphics plugin, and ZeroSPU2 for the Sound,
i was able to run the game, at the loading screen fps is stable up to 60-70FPS, but when i started playing the game, the fps drops to 26FPS,

Any suggestions?

Did you try pcsx2 latest snapshot?. mm i think you can try that first and make progress report. Try with latest gsdx plugin and compare that with old gsdx such gsdx.0.1.7. In pcsx2 option setting, Try with speed hack and advance option to default first.

i tried the latest gsdx plugin, however the fps in game is about 40fps then quickly changes to 26fps then back to 40fps again, im thinking its about the sounds?

No that fps problem is not related with sound plugin but with CPU. Last i can say, try with latest pcsx2 snapshot in this forum. Make some experiment first with speed hacks settings and advanced options, if doesnt enought try with vu skip in option. Try with various gsdx plugin or zeroGS Spu2 for your grapich card.

i did some experiments with the speed hacks, i enabled, "disabled the Forced ABS", and "EE/IOP Hacks" i even follow some instructions from other members regarding this game. to use snapshot i'll press F8 Right? when i pressed F8 nothing happens...

CPU usage is about 11% to 65% mmm... i guess the problem is with the CPU? what do you think?

Check with cpu setting, make sure you enable MTGS on and DC on. For pcsx2 snapshot see and download in http://forums.pcsx2.net/thread-3716.html . What's about your OS? I suggest you to play pcsx2 on OS XP SP.3 and recomanded in OS Vista sp.1.
