Go into GSDx settings.
To fix the speed, enable fast mipmapping. To fix the blue bar, enable the 'Large Framebuffer' option. You may also want to enable the 'Framebuffer Conversion' hardware hack too.

That affects a lot of things.
Download the latest build from here:
https://buildbot.orphis.net/pcsx2/index.php
Then replace all of your existing PCSX2 folders, including your existing pcsx2.exe, with the folders and the pcsx2.exe from the new build.
After that, follow my previous instructions.

Are they FPS percentages or FPS counts?

80% is alright I suppose.

I would use DX11 - seems the fastest option in my opinion.
I think Open GL is the most compatible out of them all? Not sure.
