VU cycle steal at level 1 already starts to break suikoden3.
Go to a crowded area, enable the hack, smoothly move the camera.
You'll get slight stutter and hitches.

It is, but in my case, it's still way better than before since my box is simply mid-range.
But this is in 2791; still haven't tried using zzogl in 2793 (in which I don't think there'd be much improvements anyway).

The games I play haven't shown much improvement with the VU cycle stealing. So it must be pretty game dependent
Also I was under the impression that it sometimes gives false fps readings, correct me if I am wrong.

You said it, it depends on the game... sometimes it can speed up things, sometimes just give false fps, sometimes just cause glitches... causes hangs... etc...

Well, in the games that I tested, the only apparent ones are Front Mission 5, FFX and Suikoden 3 (false fps aside).
FFXII...not too much.

When I use pcsx2 on my laptop is mainly when I experiment with VU cycle stealing and the speedhacks the most, since my laptop isn't that great (especially compared to playing on my desktop).
So I usually try to figure out what settings work best on the laptop and see if that applies to my desktop as well. I remember FFXII was annoying because the menus had a slowdown issue and the characters turned black for one screen, I think the solution was software renderer or something
