The title says it all.
I burned an ISO of "Star Ocean 3" and it runs when I open it with PCSX 1.0.0 on the archaic computer I used to burn it, but when I transferred the file to my laptop (which doesn't have a disk drive), it fails completely.
It's the same version of PCSX and as far as I can tell, all the same settings.
What gives?

Did you by chance used a commercial program to burn the ISO? like Nero for example?
These use to have the nasty tendency to create copyright stupidities which may prevent access by the same program of previous versions even (like a certain known office suite does).

I used IMGburn. But access with that program isn't the problem here. It's the emulator that isn't running the .ISO file burned off of that disk for whatever reason.

Do other games run on that laptop or is it just this one causing problems?
What did you use to transfer the ISO? Most USB drives are in FAT32 format. This one does not support files larger than 4GB. If the ISO is bigger it will not work and get corrupted even if there is enogh room on the USB drive.

did you reinstal pcsx2 or did you just transfer all the files from your old pc?
what operating system did your old pc have ?
i see you're using windows 8 , have you installed the vc ++ 2013 redist ?
have you installed the latest directx ?
you may need to change the graphics card from the onboard hd 4000 to whatever you have in your laptop/pc
to do that click config Plugin/BIOS Selector, then on the GS go to Configure , then Adapter: then select your graphics card
also you may need to change the permissions i'e Run as administrator on pcsx2's exe (i'm not sure as i don't have windows 8)

it's temperature, fan speed, what pixel shader it has
try TechPowerUp's gpu-z
Not sure what your cpu is try cpu-z

Just this one! I formatted a 16GB drive to NTFS before I carried it over.

My old PC was a really old desktop running XP. I doubt any of its features ended up being superior to a new Win 8 laptop like this. (Hence the transfer).
I would do all that stuff with the graphics card but I wouldn't know how to. I'm not big on hardware, besides, I doubt it would accomplish much
Running on or off administrator has never really been a problem before, but I guess I can try that.

btw sometimes things work differently, like i was using win xp 64 and pcsx2 had a different save state labeling system that doesn't work on windows 7 32bit

to change the graphics card adaptor click config
on the drop down menu click Plugin/BIOS Selector
whilst on that screen click Plugins
then go over to configure and click that
then on the Adapter: drop down menu select your graphics card (their should be two listed, click on the one that's not the hd 4000
