Dump Iso from your DVD, convert your ISO to NTSC (Using PALNTSCPAL) and try again with latest beta plugins

Why are you telling him to convert it to NTSC?

Beacause that blinking problem only happens on PAL version of DBBT3.
converting it to NTSC solves the problem.
You can solve this problem using gsdx0.1.3, 0.1.4 or 0.1.5, but using those versions will result in an fps loss;
Converting it to NTSC lets you use latest gsdx plugin without having that blinking problem.
@flumi : to convert your ISO, you need a soft called PALNTSCPAL (as I told you earlier). Just google for it.
