Odd config issues?

Ok, my cpu specs are below.  Should be WAY more than enough to run ffx-2 at more than 100% with 0 speed hacks.  I am seeing less than 60% ee, less than gu 0%, vu %35 ish with speed hacks, mtvu, and 1 vu cycle stealing... 

What I'm looking at, 100 - 102% speed even with the hacks.  Running open gl software mode.  STP is 2047.  Other than the afore mentioned speed hacks, default settings.  

Why would I not be seeing any speed increases with the speed hacks, especially when my laptop with a STP of 1300 (i7 620m) can push 140% with the same speed hacks (I've tried every combo of speed hack...)

suggestions?

If I run OGL SW and the "Rendering threads:" are set below 2,I get similar results and big boost above 1....and huge boost if I switch to OGL HW mode

vsub.. I'm running more than 2. 6 threads for the fun of it..

I see the exact same results with HW mode actually..

Limiter at max, 102 running open gl HW mode too at default rez. It was in software mode due to it being ffx-2 opening fmv..

twas, again, win 10 video drivers pushed by ms.. put on nvidia ones with a complete install and bam, 200% speed, fracking windows.. Yeah, I know get a real os lol
