I had the bluriness as well and what I found was that if I played in 50hz it had bluriness, 60hz didn't.
I play on dx11, 3xscaled, texture filter on, 8 bit textures on, works brilliant, super sharp picture

Late post. For some ***** up reason, recording with FRAPS makes it look amazing, but it rapes frame-rate.
