Hello Gregory, I'll do tests for you with a great pleasure but I just updated my system to Ubuntu Quantal 12.10 and there is no fglrx drivers for it for the moment. As soon as the final Quantal version is out with functionnal fglrx drivers, I will answer to your post.
Config: Ubuntu 18.04 Bionic 64 bits - NVIDIA GeForce GTX 770 - official Ubuntu Nvidia drivers 390.48 - 1920x1080 - Processor Intel i5-3570 3,4 Ghz - 8 Go RAM

What Ubuntu version is this based off of (best if at least Ubuntu 12.04)?
OS: Linux Mint 17.2 64 bit (occasional Antergos/Arch user)

Wow, you stand almost no chance of getting a playable speed with that hardware I'm afraid to say. But if you insist...and your distro is 64 bit Ubuntu based (to support multiarch)...then just try Gregory's PPA...open a terminal...
sudo add-apt-repository ppa:gregory-hainaut/pcsx2.official.ppa
then... sudo apt-get update
then.. sudo apt-get install pcsx2-unstable:i386
