Well I'm not sure it is working. At least when I run it from the replayer it doesn't work as expected.

I have a bunch of problems building pcsx2 from the layman repository:

keep in mind this is my first time using gentoo so I'm not sure what it all means besides circular dependencies which isn't good. Why is it listing firefox as a dependency?

To break circular dependency you must prebuilt one of blocking packages without USE-flag causing problem.
In your case run "USE=-vaapi emerge -1 mesa" or "USE=-egl emerge -1 libva" as emerge suggests
Anyway it's bad idea to enable egl globally.

I think you use --tree option of emerge and it show you what you ask for
