the actual problem looks like the filtering screen issue. you could try setting it to some else. means off for the screen. should get a better picture.

Does the type of post processing effects affect if scaling looks good or not in a game? And why do other (non-ps2) emulators that have custom resolution setting render them crisp?

it's not filtering? what about incorrect sampling positions in the screen sample shader?! that maybe?
