The slowdown might be unavoidable with your CPU on Vista, but may as well try what you can. Can you take a screenshot of your Speedhacks and post here? Are you using the DirectX10 GSdx plugin? SSE4.1 if it's supported?

In speedhacks, set VU Cycle Stealing two notches, so it's set to "Moderate" and you should notice a nice speedup. You can set it higher, but you'll notice some weird glitches, like characters animations going crazy during cutscenes. You can also play around with the 4 EmotionEngine Misc Hacks to get some small improvements in speed.
Oh and if your CPU supports SSE4.1, try using that version of the graphics plugin, you may get a couple extra FPS.
