RE: config for Persona 3 FES ?
Persona 3 FES particularly Persona 4 are known to be heavy demanding.
try VU cycle stealing at Lv.-1.
or Disable Windows Aero(Control Panel--->system--->advanced system settings--->Performance--->settings--->Adjust to best performance

My PC for PCSX2:
a Desktop:i5-2500(3.3Ghz~3.48Ghz),8GBram,HD5750,MSI-H67,Win7(ULT/x64),Win's Exper. Index-->CPU:7.5,GPU:7.3
a Laptop:i7-720QM(1.6Ghz~2.11Ghz),4GBram,HD5650,Win7(Pro/x64)
a Netbook:N2600(1.6Ghz/4),1GBram,Win7/STR

PAL version games run at 50 FPS, NTSC version games run at 59.94 FPS those are both full speed for their region (unless it's modified to run at half speed for some reason, only game i've seen do that is Zelda TP on my Dolphin)+^_^+

Signature purposefully left blank.
