that's a very weak GPU, probably not supported by pcsx2 anymore.
What exactly is your problem with this game ?

WHAT HAPPENED TO ALL THE PEOPLE TRYING OUT THE SETTINGS FOR THEMSELVES AND INSTEAD WE GET THIS NONSTOP INFLUX OF PEOPLE WHO JUST EXPECT TO FIND THE PERFECT SETTINGS FOR THEIR SYSTEM AS IF WE'RE MAGIC ALL KNOWING FAIRIES THAT MAKE GAMES TOO HEAVY FOR THEIR COMPUTERS RUN AT OVER 9000 FPS SORRY FOR CAPS YOLO SWAG AND WHATNOT HAVE A GOOD DAY

with that PC, you won't get better, unfortunately.
God Hand is rather low demanding and GoW1 can be tweaked to run on weak PCs.

Dunno about Ben10, but i think this game works properly only in software mode, which your PC won't be able to handle properly.
better keep playing on your PS2 for now.

I got a new Gpu here It is :

Nvida Geforce GT 610(syenergy edition 2Gb)

Even At Full Settings (With Native) And Emulation settings are at Presets(1.Safest) i can run a 1P Vs Com at full Speed But i can't run 1p vs 2p faster it slows down to 45fps i want to run 1p vs 2p at full speed!

you will get full speed on your PS2.
1p vs 2p is REALLY demanding, and both your CPU and GPU won't be enough
