The game runs at 50fps, the blur makes it not look smooth enough. I haven't been able to reduce it, just remove it, but doing so removes elements of the hud and subtitles, as well as some of the codec. I found these two addresses in Sons of Liberty that remove it and the fluidity is noticeable, especially in the freighter, in case someone manages to reduce or eliminate the blur without affecting the rest of the elements:

I have some suggestions/wishes for games that would benefit greatly from patches if some of you are looking for games to work on:
Kya Dark Lineage NTSC - Underrated PS2 exlusive 3d platformer
Magna Carta Tears of Blood NTSC - PS2 exlusive action rpg
No One Lives Forever NTSC - Available on PC as well but does not support controller there, plus PS2 version has exlusive levels
Arc the Lad End of Darkness NTSC - PS2 exclusive action rpg
Arc the Lad - End of Darkness
SLUS-21165

60fps beta
Note: this is a hard title for me, i think that is what happens when you work on never hacked in any version, i can't find general speed modifiers and I solved with separately speed even with NPCs but those codes break NPCs movements at cutscenes, some traverse codes still missing at cutscenes and some NPCs in town or Village. ¿It's playable? I don't know, may be it's Playable about 65-70% but definitely needs more debugging, so, there you go for testing, debugging or whatever
For those interested in Run Like Hell, I just realized that the code that I provided before works good I just need right value, in this case my address to fix traverse in natural value is 3C013f80 that means a lui command with value 1 and no matter what lower value i put it, I tried even 3C011B33 this just solve half speed but I realized that in this case you need to change to -1 and that will fix your speed. What a journey with this title, and what irony that I came here asking for Run Like Hell 60fps patch and now it's made by myself lol, please enjoy, this a great game, for me it's like a primitive Dead Space, I'm pretty happy
In principle it is only valid for the pal version which is the one I have, it may not be valid for the ntsc version.
Cutscenes run at 25fps and gameplay at 50 to avoid bugs and audio dropouts. Thanks to CRASHARKI for his contribution .
Update: It seems to work fine in 50fps gameplay cutscenes, I leave the last two lines disabled in case I get into trouble at any point, they are for inverting these cutscenes.
Just wanted to let you know that I played the game from start to finish and the patch as is (with 50 fps in cutscenes) works perfect, I didn't have any issue at all.
And as a bonus, here's the NTSC-U equivalent of your patch, game info: Looney Tunes - Back in Action (SLUS-20853) Game CRC = 0BB7AE9B

60fps booster
Note: this game have terrible fps drops but already run above 60fps if you use overclock but with this code you don't need to overclock to grow up yours fps, but definitely I do recommend use some overclock

Is it possible to make a code to run the cutscene at 60fps without it breaking the animation

I've tested this for a couple of hours now and would definitely rate it as playable. Great job!
The NPC accellerated movement in cutscenes and menus is a minor annoyance when the rest of the game runs so smoothly. At least in this game all cutscene dialogue waits for player input and does not auto advance so, even though some animations are too fast you still don't miss out on any thing.
Looking at the cheat file this one seemed like quite a bit of work. Thanks again for the codes.
