GPU most probably.You can test that by using a lower internal resolution and watching if the FPS drop or increase.If the fps increase with the lower res,it's your GPU.
If the FPS stay the same,it might be some of those games that stress GSdx so much that in the end the game is again CPU limited
The CPU usage displayed in the window is always and only your GPU usage. It is possible to have that CPU reading be 10%, and still have a game emulate slowly (other 90% in use by the CPU emulation).
from my experience most PCSX2 games are CPU hungry
a 8800GT can run easily Tekken5 on an overclocked C2D while it can ran very slow on a CPU like amd's x2 6000+
Nokiaman, you didn't specify your CPU. Your video card is fairly decent, so I'd imagine you're CPU-bound.
Unless you're running something really old like a radeon 9800 (some years old) OR you're running at extremely high internal resolutions with AA, you're almost always going to be CPU limited. Bositman has suggested ways to test for this.
With the game I'm playing right now, I'm definitely CPU-bound as changing the internal resolution in Gsdx has 0 effect on my FPS. Overclocking, however, changes things.
