Once the game is loaded on the next stage, there are weird graphical glitches, and the game runs extremely slow (15 fps) how it can be fixed?
Edit: Done more testing, it seems that the game still can freeze randomly when talking to informers, completing missions, and it looks like an audio issue since most of the sounds aren't well emulated regardless of settings and the issue is present when the audio is heard looping/distorted.
Example, i was doing the initial mad bomber gang quest, when i approched the gang for the confrontation, the music started to loop in a very distorted way( and i was sure i was hearing another soundtrack trying to play over) fps went 50, then when i turned in the reward to the cop, it froze and the music was looping in the final segment.
The informer will freeze unless memory cards are removed.
You should disable blending, especially on dx11 it can be a killer. Anyway enabling frame buffer conversion helps alleviate some of the graphical glitches but that's pretty much what you can do atm, other than playing with sw renderer instead.

I did, but FPS remains naturally too low, on DX11 Software mode it goes up to 30 and a lot of graphical issues are no more (not all, as the game doesn't look sharp and some textures are still glitching).
I needed to use hacks to get to 50 stable, and sounds still are choppy and can glitch to the freeze bug, that doesn't display immediately, as for example when approaching a random gang and the music goes in a loop/freeze (other sounds are still played in the meanwhile), the game continues until you have defeated them (if they are the objective) or when you bring back the stolen item to cops/owner, then it freezes the screen and the loop goes even worse.
In the case of the informer though, it still freezes/loops audio when he finishes talking (if the voice is played instead of glitching out/choppy) unless the memory cards are removed, strangely enough, that allows the informer to finish the dialogue sequence and proceed with the quest. Memory cards can be enabled back once the quest is given without issue (except for random audio freeze)
F1 2001 appears be Unplayable after Intro Sequence, Automatic Gamefixes doesn't do anything for both the NTSC-U and PAL versions.
I Should need this patch files for F1 2001 in order to fixing this problem (F1 2002 does this patch files Contained) and makes Playable status.
