Oh yeah one more thing.
I don't get the whole code.google thing for PCSX2.. how do i download the latest revisions or whatever?

Do i use tortoisesvn causee i have that installed

It's not a common problem at all, seems you didn't get all files with the pcsx2 package you got, try with the latest public beta:

And why is it not like that site? Basically... because we don't support random revisions, just the official betas and stables... and this site isn't dolphin emulator related
