And my Pentium 4 2.8Ghz was able to give me 40fps on KH2 on some old pcsx2 version at certain places and fullspeed(I played the last boss battles with a code that increases the speed(the one that we used before to gain 60fps while playing at 120fps))
And that cpu(if I'm looking at the correct page)have around 300 STP
KH1 was even more playable but not full speed

I could find a P4 with 630. Your point is still valid. You can play KH2 with that. If it is ok for you if you often play at 40FPS occasionally get drops to 10 or increases to full speed.
I stopped playing when I went to hollow bastion. It just was no fun at all to play like that. I didn't know that there is this internal fps hack for KH at that time. Maybe with that you can enjoy it more.

don't forget a P4 has only 1 core so you have EE/VU/GS all on one core instead of splitted to 3.
I remember the old single core Atoms struggled to run FFX at at least 20fps XD

KH2 is a lot more demanding than kh1
