If you feel like, send me a pm with your settings.

I'm using the latest revisions for both pcsx2 and plugins that I compiled myself.

Not the right tread but...
I'm a brazilian too, and I'm doing the Pt-br guide translation,
I translated some hours, but I get bored, this thing it's so huge and I stopped.
So, you guys, don't want to divide the work with me? I think it's can be more productive...

Okay.

PS:

I'm not using VU-Skip. Only FPS limit at 70.

and look this:

9600GT: 57,6 GB/s

8800 GTS: 62,08 GB/s

And i'm using a Core 2 Extreme, and you a Core 2 Duo E8400.

This difference between your hardware is not big, but is very strange you're runing at 8x FPS. Something wrong. Are you using the new Nvidia driver 185.20 from guru3d forum? This driver on windows seven incerease at 4 or 5 fps in sme games. Try it.

I tried this guru3d driver. No difference, still between 14-20fps Smile Go figure. I give up.. Gonna wait for Hardware mode green screen to be squashed from this world. Anyway, I'm using a Pal Version of GOW2. It's not likely but, it could be the cause for the FPS difference.

HUm, the normal speed in Pal is 50FPS and NTSC is 60, but i can understand this difference between us. Go to www.teamspeak.com, download the program, and i'll conect in you and try to configura your emulator.
