For me the NTSC version works like a thing of beauty. PAL on the other hand either crawls or flickers depending on the version of the graphics plugin you use.

Get the NTSC version.

If that doesn't work for you I don't know what to tell ya sorry

I've got a similar problem. I want to play Dragon Ball: Budokai 3 but ingame FPS is ~30 and in-battle max. FPS is ~20. I have PCSX2 0.9.6 beta 976. I have no FPS limit set to 60 (means that when I press F4 or something FPS will be limited to 60). I am using x2 Cycle Rate and IOP x2 Cycle Rate Speedhacks but without them FPS are lower. Other settings are default. I am using that plugins:

Graphics - GSdx 1006 (MSVC 15.00, SSE2) 0.1.15 (configured to DirectX10 Hardware, other settings are default)
Sound - ZeroSPU2 r514-Dev 0.4.6 (Time Scaling & Real Time Mode)
Both Controllers - LilyPad svn (r975) 0.10.0
Cdvdrom - CDVDolio 0.1.0
Dev9 - DEV9null Driver 0.3.0
Usb - USBnull Driver 0.5.0
FireWire - FWnull Driver 0.4.0

My hardware specs are:

Intel Core 2 Quad Q9300 2.5 Ghz
4GB Ram 800 Mhz
Palit GeForce 9800GT Super+
Gigabyte GA-P35-DS3L
Maxtor 500GB Hard Drive
Integrated Audio & Ethernet Cards

Have I missed something ? Please help me with that.

Try with pcsx2 r.984 and above and take vucycle stealing to moderate. Btw Bdz3 (NTSC) for my specs, i got 45fps in battle without vucycle stealing in option and 60fps with vucycle stealing set to moderate.
