Nightly build opens, but has no functionality

I downloaded the zip from the website, extracted to my downloads, and opened the exe. There was no wizard or setup, just a screen saying there's no games found. It told me I needed the bios so I slapped the file I used with the stable build into the bios folder. Open the exe again, and now no option functions except the controller settings, everything else just freezes the app before shortly closing it, no error message, nothing. I tried making it run the wizard by changing portable.ini from RunWizard=0 to  =1, that does nothing. Found that the {[Filenames]
BIOS =} in PCSX2.ini was blank, so I put the filename of my bios in the spot, "SCPH-70012.bin". That also did nothing. Did a bunch of other pointless inconsequential stuff like changing the bios file to open with 7zip instead of snes9x like it wanted to for some reason, big surprise here, still nothing

I found one reddit thread that described my issues exactly, but of course, nobody replied to it.

This has all just been to fix an issue I had running dmc3 on software mode, where the game was mostly only running at 30-70% speed, which is a whole other can of worms as I was only playing in software mode after giving up on fixing some issues I had with hardware mode. It's been a fun 6 hours but I'm finally relenting and asking you fine folks for help.

P.S: I'd post the emulog.txt but it's ******* empty lmao

1 - where is your pczx2 folder located ?
2- are you using windows 10 and some shell replacement like oldnew explorer ?
3- is your windows up to date ?
4 - are your GPU drivers up to date ?

Start your setup of latest 1.7 from the beginning by downloading and extracting a zip into its own folder.
Do not put it into 'Program Files'.
The downloaded nightly is a self-contained folder.
You should not need to edit .ini files directly.
Yes, bios file goes into bios directory, then select the file under BIOS settings in the UI.

RunWizard=0/1 does nothing in the latest builds, this may be a bug, or it's a wizard that's now obsolete from the 1.6 days.

Make sure you got C++ redist installed: https://github.com/abbodi1406/vcredist/tree/v0.71.0 will help you out
Your windows 10 should be on reasonably recent version... IIRC 20Hx or higher, latest (22H2) preferable.

-The folder is in a shared folder for all my emulators/roms in my downloads
-I am using windows 11 and didn't know I needed a shell replacement
-My windows is up to date
-My drivers are also up to date

I'll try to put pcsx2 in its own folder and see if that helps, sorry for the late reply

I should also clarify that I was trying to play dmc3 on the stable build, and was switching to nightly when my problem started

Edit: so I downloaded oldnew explorer, did a fresh install of the nightly build directly into my downloads, placed the bios in the folder and the same thing still happens

Added a new folder named "game" to the pcsx2 directory, put one of my games in it and launched the app, still nothing, same issues. I've also tried adding a game directory in the app but, like everything else, it just closes.
