I know that Smile But I thought that for DX10 u didn't have to download anything for Vista, but for DX11 u had to download SP2.

GSDX uses D3D11 for both the DX10 and 11 paths

Solution was simple, I just reformated this machine and hadn't installed SP2 yet, derp. Thanks for everyone who took the time to respond.
