Any chance you could take a look at these games? I'm pretty sure they have some sort of blur filter:

Death by Degrees, FF7: Dirge of Cerberus

display the sharper backbuffer 
with the patch you don't need the fix for the vertical lines

Dirge of Cerberus: Final Fantasy VII, image is sharp, same as backbuffer

I don't know of many other shaky/blurry games.

I think Tim Burton's Nightmare Before Christmas Oogie's Revenge had blur, but I can't say for certain.

Edit: Resident Evil Dead Aim suffers from black lines, blur and shaking:
