OpenGL 4 dilemma

My NVidia 820M supports OpenGL 4.5 and DX11 although it is low-end.
PS2 emulation is very CPU intensive, if we can use less CPU power using more OpenGL 4.X features I think we should do it.

The guys with older GPUs can still use older version of the plugin or DirectX9 mode.

I think it would be great if we moved onto OpenGL 4.x and left a 3.x version for users with old GPU's.

GL4.5 capable AMD 7850 here, but thanks to AMD's crap opengl support don't know when that "capability" will become reality (I'm talking GLSL here).
