So would altering the horizontal resolution to something 16x9 cause elements to be rendered as they are in 4x3, anamorphic style

No, it won't because think of 2D elements like a separate photoshop layer, their borders are preset to the limits whatever the size is. You make the 3D stuff to show more, that's one layer, then the 2D stuff is another layer over the 3D one, and the resolution is the resolution set in the size setting of the photoshop session. If what you said was true it would affect all those games nemesis2000 did their resolution hacks.

It's not a bug, but can I request somebody to patch Devil Within Mode and the Arcade History Modes on Tekken 5? They are not affected by either the widescreen patch or the game's internal 16:9 setting. Weird request huh?

Both on and off topic, Porting between regions seems to be fairly simple, I wonder how many of these can be ported to Wii or Gamecube. As the current implimentation in Dolphin kinda sucks (even the devs agree) thoughts for all you widescreen patch makers?

And a few GameCube games have widescreen. Not all, sadly.

For Wii, very few don't, but you never know.
for GC, i don't know of any, But i also can't say i looked hard Wind Waker has an amazing patch that somehow keeps the HUD in the same spot, just adds to the FOV on the sides. OoT has one somewhere, As i saw it on youtube, But alas.. it seems no-where to be found
