Sry CobraSA. But the FPS you are getting in XP x86 MUST be wrong. Maybe there is a problem in the FPS counter, i dunno.
I have the same CPU as you, and I haven't seen the FPS go higer than 120fps.
And I also have it overclocked to 3GHz.
200fps must be a bad read. 70-80fps are more normal values for your CPU.
PD: Note: This game as a high deviation in the framerate depending on the place. The tests must be done in the exact same place, otherwise they are not valid.

I'm most convinced than a big deal of the differences pointed out in more than one thread is due to the Power Saving feature...

Assuming you use GSdx, how did you make it display the FPS as an overlay (beyond the window title bar display)?

I know fraps and its relatively good reputation, I just didn't use it, at least not during recent years. Still worth a try IMO, since you still have no solution...
