the double imaging can be fixed by setting skipdraw hack to 1
edit gsdx .ini and modify allowhacks=0 by allowhacks=1
the skipdraw hack will then apopear in gsdx options

AFAIK, Grand Theft Auto: San Andreas will have one problem, or another.  You choose...
In hardware mode, you can see both issues:  The slightly faded "double-image", and that graphical error that shows up on the ground when the camera is angled right, which can look like the game map at times, but often is just garbled and flickery.  You can help that "double-image" by setting the Skipdraw Hack to 3.
In software mode, the bad graphic error on the ground is gone, but there's no Skipdraw to help the "double-image" affect...

If you have still same problem with GOW I/II in new SVN builds, post crc number of those games(it's visible in the pcsx2 log after booting the game). This game has soo much different releases, it's possible your game crc isn't on the list which applies the hackfix.
