Description: Various options in Speedhacks panel are not grey out when 'Enable speedhacks' checkbox is not ticked. In fact, all options are disabled and cannot be changed, but they look like they're enabled. I found this bug long ago in various SVNs but I thought someone would found and reported it since it is very easy to reproduce, but nobody did. It still exists in 1.0.0, and it annoys me.

Steps:

1. Go to 'Config/Emulation Settings/Speedhacks'.
   
2. Check 'Enable speedhacks' checkbox.
   
3. Check all speedhacks checkboxes and Apply.
   
4. Uncheck 'Enable speedhacks' checkbox and Apply.
   
5. Although all controls are disabled, they look like enabled, except for MTVU checkbox.

Yes,it's the same here too but the hacks are actually disabled,it just that the Apply\Ok button don't add "disabled" ws_style to them but once you open the window again,they are disabled

More like,the Apply/Ok buttons removes the style
