This has been fixed somehow in the dev builds actually.
I played the game from start to finish, fought LOADS of enemies and bosses, and the bug never occurred where a monster freezes. This is with default VU Round and Clamping modes too.
Unfortunately my updated report (which was very detailed), can not be retrieved at this time thanks to the wiki being down.
If you're still getting the monsters stuck thing, then I have no idea what's causing it for you, because it wasn't happening while I was playing.
