I'm running Windows 7 (x64) with
NVIDIA GTX 295
8GB of RAM
AMD Phenom II X6 1055T (2.8GHz)
Most games I try to play on PCSX2 1.2.1 are slow unless I'm looking directly up or down (if control of the camera is possible).
I was wondering if there was anything I could do to fix this somewhat, without the need for overclocking or upgrading my hardware?
The game I'm trying to play is Spongebob Squarepants: Battle for Bikini Bottom.
I used to play it when I was a kid, and remembered enjoying it
I've also heard it's actually a pretty good game

That CPU has marginal single threaded performance at best. Personally I would recommend overclocking but if not then you might try this:
Enable MTVU Speedhack.
Set EE cycle rate slider speedhack to 3.
See what happens. Also in a few games VU stealing to 1 might help but mostly it breaks things.

Thuban. Decent single-threaded perf, but that chip is clocked low. Depending on what motherboard you have, go consult a Phenom II overclock guide and try to get that chip as highly-clocked as you can. 3.8 or 3.9ghz seems like a realistic target. Will be much better than your current 2.8ghz.

You could just get a Cooler Master Hyper 212+ CPU cooler for ~$30 and OC it with good temps. And if your MOBO supports it, disable two of the six cores for an easier time overclocking, though that's not really necessary.

The Cooler Master Hyper 212+ was replaced with the newer Cooler Master Hyper 212 EVO a long time ago.
You will have a hard time finding the + Model.

They still sell the 212+ model on Amazon and I think I saw it on Newegg before as well. But there's honestly not much difference between the two models anyway.
