The 4500u does have better single thread performance, but with only 2 cores and the issues described above you're clearly better off with the 2630QM which has 4 cores, 8 threads and bigger cache. The 740m is better than the 555m though. Both candidates aren't ideal for PCSX2, but if it has to be one of these go for the laptop with the i7 2630QM.

No, not every game. Plenty of games should work at native resolution/software mode, but it can be hit or miss depending on the games you're interested in. Games like the Ratchet & Clank series struggle even on powerful desktop PC's.
