What else do I need?

a better CPU.
those recommended requirements are for some games, but some others will require more than the recommended requirements you quoted The games you're trying to run are probable quite intensive. In addition, pcsx2 became more demanding with newer revisions since it renders more things more accurately.
CPU : AMD Ryzen 7 3800X
Mobo : Asus PRIME B450-PLUS GPU : NVIDIA GeForce RTX 3070 RAM : 16 Go

not really.
but AFAIK, those "recommended settings" were estabvlished at the time 0.9.6 was out. and 0.9.8 is slower but more accurate than 0.9.6 and 0.9.7

GT series are very demanding, dunno about TR. But I guess it's the same.
Better keep playing them on your Ps2 intil you can afford a better, modern, PC.

I don't feel like wasting $99 for a slim or like $20 for a used ps2 that I will throw away later. I know I will sell my ps3 too when ps4 comes out. My ps3 isn't backwards compatible its the slim version ps3.
