yes it will.
But so slowly that it would be unplayable.

I'd say both, even if your Cpu is the weakest here.

get a new modern PC the CPU is the highest priority single core like P4 is indeed slow and that GPU is not enough run of most 3D games get at least GDDR3 bandwidth GPU.

For the card geforce 9600GT .. CPU as best you can get
ZHighly recomendable would be something like E8400, or some cheaper overclocked

Well i gues your mobo wont support C2d so you will also need one. Depends how much cash you got.
